New Energy Auction A-5
The National Electric Energy Agency (ANEEL) opened, this Wednesday (03/26), Public Consultation No. 012/2025 to evaluate the draft Notice of the Generation Auction No. 3/2025-ANEEL, known as the 2025 New Energy Auction A-5. The objective is to contract electricity from new hydroelectric projects, including Small Hydroelectric Plants (CGHs), Small Hydroelectric Plants (PCHs), and Hydroelectric Power Plants (UHEs), with installed capacity between 1 MW and 50 MW. This auction complies with the requirements of the Eletrobrás Privatization Law (Law No. 14.182/2021).
The auction is scheduled for August 22 and will be broadcast on the Electric Energy Trading Chamber (CCEE) portal. It will be governed by the guidelines of Normative Ordinance GM/MME No. 102/2025. It is expected that at least 30% of the energy enabled in each project will be traded. The contracting will follow the energy quantity modality, with 20-year contracts and supply starting on January 1, 2030.
As stipulated by Law No. 14.182/2021, winning projects will not be entitled to discounts on Transmission System Usage Tariffs (TUST) and Distribution System Usage Tariffs (TUSD). Participation in the auction implies the express waiver of this benefit.
Record of registered projects
The Energy Research Company (EPE) completed on March 11 the registration of hydroelectric projects interested in participating in the 2025 A-5 Auction. A total of 225 projects were registered: 50 CGHs (totaling 138 MW), 184 PCHs (2,592 MW), and seven UHEs (269 MW). The total capacity of 2,999 MW represents a historic record of projects and capacity registered in this auction category, almost double the number registered in the 2022 A-5 Auction, which had 90 projects and 1,516 MW.
